The European Commission unveils the 2023 European Radio Navigation Plan (ERNP)

The European Radio Navigation Plan (ERNP) is one of the initiatives mentioned in the 2016 Space Strategy for Europe which called for the Commission to “release a European radio navigation plan to facilitate the introduction of global navigation satellite system applications in sectoral policies”.

The first edition of the European Radio Navigation Plan was published in 2018 to facilitate the development and the uptake of global navigation satellite system (GNSS) applications in all sectoral policies. It serves as a reference document for organisations across the various economic sectors using Position, Navigation and Timing (PNT), of which European GNSS services are the main asset in Europe.

The 2023 edition provides relevant information on PNT systems and services, their use, challenges, and upcoming trends. It aims at facilitating the use of Galileo and EGNOS, with concrete recommendations per sector, including actions to be implemented at the EU level (e.g., legislation, standards). From the legislative perspective, it offers an overview of the relevant international policies and explains the European Union regulatory framework related to PNT and the European GNSS to new users.

The ERNP 2023 includes a vision where resilient PNT services will be paramount. This resilience will be achieved by the continuous improvement of the Space-PNT segment (Galileo, EGNOS and the potential addition of a LEO-PNT capability), complemented with an efficient monitoring system, including for interference and with a terrestrial UTC distribution network to serve critical infrastructure.
