
In partnership with Germany, the European Commission assembled leaders, industry representatives, and stakeholders at the Hotel Bayerischer Hof in Munich to outline and discuss Europe's strategic ambition for In-Space Operations and Services (ISOS). In-Space Operations and Services represent a fundamental paradigm shift, enabling to Act in Space: servicer spacecraft that can repair refuel and relocate satellites, extend their lifetimes, transport cargo, build new structures and enable commercial activity that once lived only in concept studies or science fiction movies.
The Forum commenced with an address by Dorothee Bär, Federal Minister for Research, Technology and Space, who emphasized the vital role of ISOS in driving Europe's space ambition. “Germany is ready: in January, our country was among the first signatories of the Joint Declaration of Intent on EU ISOS. We have a lot to offer in terms of in-orbit servicing, in robotics and AI. Germany excels at key technologies. The High-Tech Agenda Germany is aimed precisely at this.”
The Bavarian Prime Minister Markus Söder expressed his ambitions to see Germany and Europe at the forefront of space in his video speech. “We are increasingly aware that we cannot be solely dependent on others. We must establish our own sovereignty. Establish our own expertise. And this is why this congress is outstandingly important.”
Commissioner for Defence and Space Andrius Kubilius outlined in his video message Europe's commitment to enhancing its strategic autonomy in space. He highlighted the transformative potential of ISOS for defence and civilian sectors alike. “In-space operations and services are the future of space. They will create completely new markets, with many opportunities for Europe’s businesses, big and small. ISOS is essential for our competitiveness, for our strategic autonomy and for our security.”
More than 200 participants from 18 countries are discussing opportunities and challenges and all aspects that are pivotal to advancing Europe’s ISOS initiatives. They collectively reaffirmed the necessity of increasing investment in this domain and related space technologies to maintain a competitive edge globally and recognized the importance of fostering stronger collaborations among EU Member States.
The discussions further explored the establishment of a regulatory framework prioritizing safety, resilience, and sustainability in space operations. The purpose is to drive innovation, stimulate market growth, and ensure secure and sustainable space activities across Europe.
As Europe positions itself to compete on the global stage, the EU ISOS Strategic Forum has set the groundwork for transformative policies and initiatives in this domain. Through strategic cooperation and dedicated investment, the EU aims to ensure that its space policy not only enhances security and innovation but also empowers Europe to lead in a rapidly evolving space landscape.
