
In supporting of the development of user terminals and receivers and to allow for using IRIS² services, a Preliminary Market Consultation is now open to collect feedback from market players.
The closing date of this consultation is 15 September 2025.
The Commission is pursuing a speedy roll-out of activities for the implementation of the EU secure connectivity programme, a priority flagship, to deploy IRIS² - a multi-orbital satellite constellation. In 2025, initial governmental satellite communication services will be pooled and shared with Member States through GOVSATCOM. Building on this framework, a broader range of satellite communication services, featuring secure and low latency connectivity, will be gradually made available for governmental, defence, and commercial users.
The effective use of such services relies on the availability of user terminals and receivers that are compatible with the characteristics of IRIS². User terminals and receivers are particularly important for emerging satellite communication services, combining seamlessly terrestrial and satellite communication capabilities.
More about the Preliminary Market Consultation
The objective of this Preliminary Market Consultation is to collect more information from market players, on the current and future capabilities of the industry, for the development of user terminals that can be used with communication satellite systems. The consultation was prepared jointly by the European Commission, the European Space Agency and the European Union Agency for the Space Programme.
The following aspects are of interest:
- Information on the market players that may be interested in participating in future activities related to the development of satellite communication user terminals for IRIS2 and the associated supply chain, including their position in the market, the product catalogue and prices, technology readiness level of the products, delivery time, product roadmap, etc.;
- Information on the satellite communication market trends, in particular for the use-cases relevant to governmental services;
- General description of the intended solution(s) for the user terminal options;
- The stakeholder’s view regarding legal and standardisation options of the user terminals to be used for IRIS2.
Who should respond to this consultation?
Interested entities and market players active in the design and production of satellite communication terminals, and/or related activities (i.e. supply chain, services, satellite manufacturers, etc.) are invited to to provide feedback to this consultation.
How to participate?
The Preliminary Market Consultation is accessible via the EUsurvey web application and it includes two questionnaires:
- one questionnaire on radiofrequency user terminals
- one questionnaire on optical user terminals
Responders may reply to one, or both questionnaires.
Feedback and contributions will be accepted in English.
Bi-lateral physical meetings/interactions or video conferences may take place on request of the addressees. Representatives of the EU Space Programme Agency (EUSPA) and the European Space Agency (ESA) may participate.
Commercial in confidence information from the addressees will be protected upon request, and may be subject to the signature of a non-disclosure agreement (NDA).
