The objectives of the GOVSATCOM initiative are three-fold:
- To overcome fragmentation of governmental satellite communication systems and tackle overlapping of effort in Europe, by creating a sufficiently large pool of capacities, services and users. This will lead to a better geographical coverage as well as a better exploitation of existing assets and civil-military synergies. This will allow the Union and its Member States to benefit from economies of scale and to get better value for money.
- To ensure the European strategic autonomy - in terms of technologies, assets, operations and services - enhancing the effectiveness of civil protection and humanitarian interventions at the European and global levels.
- To find affordable solutions which secure access to communication (means) readily available, both in time and location, for EU governmental security and defence actors. The implemented solutions shall also offer a sufficient level of confidentiality, integrity, non-repudiation and authenticity as well as protection against interception and intrusion.
Users of the GOVSATCOM services will be granted a priority of access commensurate with the level of risk associated with their missions (e.g. operation criticality, nature of transmitted information, level of threat).
The GOVSATCOM initiative is part of the EU Global Strategy the Space Strategy for Europe as well as the European Defence Action Plan Its functionalities will contribute to the EU response to hybrid threats and support numerous EU policy domains, in particular the EU Maritime Security Strategy , the EU Arctic Policy and the EU Cyber Defence Policy Framework
